Dear Keystone Ranch, East Ranch, and Keystone West Ranch Homeowner:

We are forwarding to you the attached notice from the Keystone Neighborhood Company/Snake River Water District regarding the Summit County drought and water restrictions.

In addition to this notice, the East Dillon Water District (EDWD), which serves the Keystone West Ranch, has implemented Stage 2 water use restrictions imposing a full ban on irrigation systems, allowing hand watering only and only during designated days and hours.  The Keystone West Ranch is part of the East Dillon Water District and is equally affected by the drought.

The EDWD shares the same Soda Creek drainage aquifer with the Keystone Ranch Water Company that provides water to the Keystone Ranch and East Ranch homes plus the swimming pool that is used by all three Ranch HOAs.

Recharge water for the Soda Creek drainage comes primarily from snow melt.  With this season’s low snowfall and March heat wave the aquifer levels are already declining four weeks ahead of their average peak level.  The goal of the EDWD is to have a 90% reduction in outdoor water use this summer.

The Keystone Ranch, East Ranch, and West Ranch Homeowners’ Associations have heard from Vail regarding their concerns for such low water flow in the Soda Creek drainage and viability of the Keystone Ranch Water System.

Vail will be drafting a water conservation program specific to the Keystone Ranch water system that we will distribute to you once received.

Who To Call for Noise or Parking Complaints:

If you are experiencing problems with regard to noise, parking issues, etc., whether it be from a neighborhood rental property or otherwise, here are the steps to take:

1.    Call the Summit County Sheriff at 970-668-8600.

2.    If the problem stems from a rental property, please also call the Summit County Short-Term Rental Hotline at 970- 668-4186.

3.    Also, please inform the Board via the Contact link on our keystoneranch.org website. It is important to file a complaint for every issue so the Board has documentation and can address the issue with the property owner.
